The Rashtriya Uchchatar Shiksha Abhiyan is the central government’s contribution to further the promise held by the rich expanse of India’s state universities. The country’s future lies in empowering these campuses with all that it takes to enhance learning, better research and promote innovation. A centrally sponsored scheme, RUSA understands that sometimes the most important lessons of life are learnt outside the classroom. So whether it is upgrading libraries or computer laboratories, promoting autonomous colleges or clubbing them to consolidate their strength and forming cluster universities, this programme realizes that every institution holds the power to enrich lives through top-class education.

Rashtriya Uchchatar Sihiksha Abhiyan (RUSA) is an umbrella scheme to be operated in mission mode till March, 2020 which seeks to mainly improve overall quality of existing State Higher Educational Institutions. The four core areas for RUSA are Access, Equity, Excellence and Exploration in Higher Education.

The scheme is implemented through a set of bodies with clearly defined roles and functions at the Nation, State and Intuitional level.

   Objectives of RUSA

    • To improve the overall quality of existing State institution.  
    • To enhance quality into Universities to upgrade their academic infrastructure and provide better teaching-   learning environment to students.
    • To identify and fill critical infrastructure gaps in higher education by augmenting and supporting the efforts of the Satiate Governments.
    • To ensure adequate availability of quality faculty in higher education institution.
    • To facilitate research and innovation in the State higher educational institutions.
    • To improve Access and Equity in higher education by providing adequate opportunities of higher education to SC/STs and socially and educationally backward classes; promote inclusion of women, minorities, and differently abled person.
    • To usher transformative reforms in the State higher education system by creating an institutional structure for planning and monitoring at the State level (SHEC), promoting autonomy in State Universities and improving governance in institutions.
    • To correct regional imbalances in access to higher education by facilitating access to high quality institutions in urban, semi-urban rural areas to get access to quality institutions.
